From an interview with I. Khitskov: “Agriculture in the Central Black Earth Region is developing in two ways. The first, according to which the Oryol, Belgorod and Lipetsk regions were the development of large agricultural holdings. The Voronezh, Tambov and Kursk regions went along the second path - the development of agrarian production through the strengthening of the lower level and the creation of small and medium independent enterprises.
From the point of view of investment, agricultural holdings undoubtedly win. The introduction of new equipment, the use of modern technologies in large enterprises is at a faster pace. But the advantages of independent enterprises, those that have been developed in our area, are that they are more stable in market conditions, are less dependent on the outside financial injections and, accordingly, may have more chances to survive in a crisis.
The further path of the development of enterprises in the agro -industrial complex, it seems to me, is predetermined - for each form of management, there should be its own niche. Ten percent should be large holdings, thirty - forties of percent - independent enterprises. Farmers in the form in which they exist now, have no prospects and is completely unrealistic to make bets on current personal subsidiary farms.
This is our trouble, not hope: what kind of business is it when the children are in the city, and the old people try to engage in difficult peasant labor? Our future is an entrepreneurship that is organized on the basis of farm and personal subsidiary plots and enterprises. But for the development of entrepreneurship in the agro -industrial complex, it is necessary to create an infrastructure - production, service, trading.
Unfortunately, such infrastructure is poorly developed. A peasant with his products, for example, cannot enter the market. The implementation and processing system is not debugged with us and exists in isolation from agriculture. We have strong farms that could feed their products half-Russia, but they cannot sell it. There is some kind of disbelief in the Russian village, in its ability to cope with the food provision of the country.
The state turned out to be more focused on the priority protection of the interests of large and average capital with the state budget and state reserves that stimulate the most export, and not the domestic market. According to the United Nations in Trade and Development, the annual investments in research and development work in Russia amount to about four billion dollars-at the same level there are India and Brazil.
Meanwhile, innovative investments in South Korea reach 14 billion, in China - 16 billion, and in the USA - billions of dollars. Almost all over the world, agriculture is subsidized sufficiently, which we could not come to. But the state will still have to introduce this system, in a different agricultural complex will not be able to live and develop.
