In the year he graduated from high school and entered the Leningrad Financial and Economic Institute-one of the country's leading economic universities. In August, he was enrolled in the army. He began the service with a shooter at Pulkovo heights, then almost the whole war was an artillery regimental intelligence officer. He fought on Volkhovsky and on the first Ukrainian fronts, was wounded, shell -shocked.

He ended the war in Germany with the rank of senior sergeant and the post of foreman of the artillery division. After demobilization in December, he returned to the institute, after which he was distributed to Kaluga. Here, Andrei Andreyevich for a year worked in the department of financing the national economy as the head of the sector, and then the head of the department. Kaluga experienced a real personnel hunger at that difficult time, especially young specialists with higher financial education were not enough.

Together with Bobrovnikov, another graduate of the Leningrad Financial and Economic Institute-Lidia Mikhailovna Novorzhevskaya began his career in Kaluga. Lidia Mikhailovna is one of the most honored Kaluga financiers: a veteran of the Great Patriotic War and Labor, a Blockade, a participant in the defense of Leningrad. He contributed to the fact that one of the best graduates of the famous Leningrad Finek was in Kaluga, our fellow countryman Mikhail Mitrofanovich Volotsky, who at that time served as Deputy Minister of Finance of the RSFSR.

He never hesitated to study himself, always tried to help others in study.

In August, Bobrovnikov was sent to study at the Leningrad Financial Academy, which he graduated with honors on the year. The next three years, he worked as deputy head of the Penza Regional Financial Department. A competent specialist, a brilliant organizer, Andrei Andreevich quickly advanced in the service. The seventies and eighties of the last century are associated with the implementation of the last five -year plans for the development of the national economy in the history of our country.

Over these years, the financial authorities and their leading link - the Ministry of Finance of the RSFSR were imposed increased requirements. Financiers needed to achieve optimal use of resources. In recent years of Bobrovnikov’s work, the perestroika - years fell during the time of perestroika. In those very difficult conditions, Andrei Andreyevich did everything to organize a clear work of the ministry.

Almost 50 thousand subordinates of the minister performed most of all real financial work in the country - at that time, all financial authorities in Russia were subordinate to the Ministry of Finance of the RSFSR. For the period from the year, Andrei Andreyevich published about 30 works on a financial topic. The experience of the financial system of the RSFSR in the X is of considerable interest, and it is reflected in the works of Bobrovnikov.

Many problems at that time were solved at a high professional level, which, of course, was a great merit and Minister of Finance of the RSFSR. Holding a high post in the capital, Andrei Andreevich, nevertheless, often visited Kaluga. He always spoke very warmly about his former colleagues, about the place where his labor biography began. Sometimes his visits were related to official events.

So, in the year, Andrei Andreevich personally handed the collective of the financial authority of the Kaluga region the passing red banner for victory in the All -Union socialist competition of financial and insurance authorities. Andrei Andreyevich did not accept reforms of the nineties. To repeated invitations of major commercial structures to work with them, a consultant refused.

He considered such an activity that would not benefit the state. He basically did not invest his voucher anywhere without approving the methods of privatization in the country. Andrei Andreyevich died on June 22 in a year of life from a serious illness.

He was a cordial, open and friendly person, an honest and professional financier, a real statesman. Exceptional modesty, sensitivity and responsiveness gained deep respect for employees of the financial system. A bright, kind memory of him will last a long time in the hearts of all who knew him.
